He doean't block him. He stops running and doesn't move out of the way, marking area. Blocking means deliberately moving toward the player. He didn't do that.
On top of that Hazard doesn't even have the ball at that point, he's trying to make an off the ball move.
This must be bollocks though? No way can a ref effectively say fouling a certain player is a worse offence than fouling any other.
