This is the biggest nonsense I have ever read. Leicester remain a small club, winning the PL or not changes nothing about that. It is not unheard off that small clubs can win the league but is unheard off that they repeat that in the coming seasons.
In terms of cash Leicester is still a small club that cant even attract the likes of Troy Deeney. Arsenal can attract players like Sanchez and Ozil, you think they would ever want to play for Leicester ?
The PL clubs get a good amount of tv money but in financial resources there is still a huge gap with top clubs because of sponsorship money which is the huge bulk of the budget for top clubs.
So yes Arsenal is a much bigger club than Leicester and will remain for the forseeable future.
They have better players, more money, more fans, a bigger stadion, a much bigger history and they will be much more successfull than Leicester in the coming years. Even if they dont win the PL, it is should still be your ambition to play for such a club if you are an ambitious footballer.
