Money wise, we can't compete with bottomless money pit clubs. The only way to overcome them is having an excellent manager, just like Liverpool has done.
A 3-5 years rebuilding is a complete BS and illogical, with average to even good manager. You need excellent players in right away to stay within Top 4. But then by the end of those 3-5 years, those top players are much older (footballing sense) that may need replacement. Then it's like a cycle of never ending "re-build". And that's if (a big IF), all of your purchase along the way are 100% success. That's just illogical thought.
We need a manager that can think outside the box to win the League and/or CL. But then, if the target is just to stay Top 4, United can obviously overspend 90% of other Clubs to hit that target.
