A friend told me that since the 70s, every 3rd place playoff in a WC has had at least 3 goals. I have no idea if that's true.

Yup, the point is it's important to differentiate the signal and the noise, correlation and causality. That said, the pressure is off in third place games which could well explain the goals. There have been a lot:

However, the other important thing is to consider value. A bet without odds can never be a good bet. The bookies are well aware it may well be high scoring. BTTS is 8/15 and over 2.5 is 8/13. Are they good value? I'm not sure. I possibly prefer Rom anytime at 5/4.
