There's no price we'd sell Pogba for that we haven't spent recently in the transfermarket.And they look much better now than when they were sticking with Coutinho. Coutinho was class, but they used the money to strengthen their weak points in defense and midfield and now have a more balanced team, than sticking with a world class player while having shite defense and midfield (in their case).

If we sold him for say 150m, add this to the budget and get a number 10, a RW and a defender, I bet we'll look x10 more balanced than now.

For me, 3 good players playing in their positions and doing the job are far better than 2-3 world class players who are either inconsistent or playing out of position while there are glaring issues somewhere else not solved. The first team may have less names but more balanced and thus has high chances to perform consistently and win, the second has some pretty high names but due to obvious reasons never perform consistently and thus won't win much at the end.

Matic, Smalling, Lingard and Valencia are proper shouts, but that's just four players out of a c. 25-man squad that contains only two players you'd class as superstars. So for four consistently good players, you have close to 20 inconsistent/average ones.De Gea, Matic, Lingard, maybe even Valencia.
Regarding second question, we're struggling because we have glaring issues in the squad due to imbalance. We don't have right winger, our striker can't play without number 10 behind him but we're forced to play 4-3-3 to suit Pogba, our defenders are inconsistent bar Smalling. Overall the balance of the team on the pitch is pretty shite. It's not helped by the fact that our 2 supposedly world class players (Sanchez and Pogba) never play 2 games in a row with the same consistent performance.
We need to start building a proper team. We have issues in certain positions, cover them with players that perform week in week out. If it means selling Pogba because we don't have high budget, so be it. If we decided to finally become a proper and well run football club, we can do well with the money we'll get from him.
Edit : Forget Smalling, can be considered very consistent as well.

I think United could expect about £140m. Similar fee to Coutinho, who he hasn't proven to be better than, despite the general sentiment among United fans seeming to be that he's miles better for some reason.

We have been rebuilding for ages now - has to be noted that four of the five players you mentioned where not signed post Fergie - but Pogba has been one of the 2-3 players you'd class a success. Why then should we get rid of our little success and start afresh? Selling Pogba won't help much tbh, instead it would give us another hole to try and fill. Clubs would try to fleece us; we'd be quoted unrealistic prices for players as the selling clubs would know how loaded and desperated we'd be.
It has to be noted that Matic and the lack of a RW are some of the reasons we play 433 too.
