For people arguing for Pep and Xabi, I can't speak for Pep since football news was not as active at that time but Xabi was highly sought after even a couple of years before he joined Bayer, so there was an understanding that he was a good manager within the profession.
For Kompany, it's literally Bayern scrapping the bottom of the barrel after exhausting all other options, even trying to convince Tuchel to come back. So even Bayern don't rate him that highly.
