How about the players, all of whom have had lengthy training on this, actually abide by the rules. It’s not hard. If the players are going to be a stubborn idiots and flagrantly break the rules then they’re rightly going to get penalised for it. What we know for certain is that players won’t continue to do this because they know referees will (finally) follow through with the punishment.How bout the idea that if they were never getting onto the end of it, it’s fair to say no goal was being scored. And if VAR determines those are penalties now, you’re turning non scoring situations into free goals. Which is gross.
It’s no different to a defender fouling an attacker who is chasing down a through-ball they are never going to get. It’s still a foul, only you, like everyone else, will blame the players for his poor judgment, and not decide whether it was a foul based on whether the player was going to get there or not.
