Yep. I believe if both chambers pass it by simple majority and the President signs off it happens. It gets trickier if they try and do it by splitting/combining existing states.
And Mexico will pay for the new flags.
51 is an annoying number though. The symmetry of 50 is rather nice.
I'm sure becoming a state brings all kinds of new powers and stuff that the local government can claim from the Feds too.

Nothing, they both suck. The whole reason they exist is that two groups of white people hated each other and could not agree on what city to make the capitol. They actually waited years to become states (and get the benefits of being one) just so they could enter as separate states as opposed to one. The president had to blindly chose which admission paper to sign first because they both wanted to be "admitted" before the other. Stupid.
Should have just signed both papers at the same time with both hands.
