Yep. I believe if both chambers pass it by simple majority and the President signs off it happens. It gets trickier if they try and do it by splitting/combining existing states.
And Mexico will pay for the new flags.

The whole reason they exist is that two groups of white people hated each other and could not agree on what city to make the capitol. They actually waited years to become states (and get the benefits of being one) just so they could enter as separate states as opposed to one. The president had to blindly chose which admission paper to sign first because they both wanted to be "admitted" before the other. Stupid.
