I think you're right about the one player allowance:
UEFA operates European club football competitions, primarily the UEFA Champions League and UEFA Europa League. ... A further exemption applies: one player per club who would normally be cup-tied can be registered and eligible to play, so long as his previous club did not field him in the same competition.

I remember from the time Real Madrid signed Huntelaar and ¿Gravesen or Lass Diarra? that as they already had played in the UEFA cup they could only put one of them for their CL list, so if it didn't change it should be a 1 player allowance
 
Sanchez can sign a pre contract in January with no transfer fee in the mix. Bayern and Juventus are going to be all over that. City will have no free run at him.
 
Arsenal are a joke of a club. They will keep a player who might not give his 100% because they are reluctant to spend even a single penny on singing a replacement all summer. Arsene Wenger really has/had no intentions to sign good players or to improve his shit defence, this man keeps fooling Arsenal fans every year and they still support him.
