If Ramos has told Madrid in no uncertain terms that he is leaving for United, Perez's next move will be to discredit Ramos in the press. As with Ozil and Di Maria, he will want Ramos portrayed as the guilty, greedy party to the fans.
We have seen articles already that suggest Real want a public statement from Ramos if they are to let him go. They want to create a situation where the fans blame the player and avoid one where they blame the club. By releasing this poll, they are making anyone who might be sympathetic to Ramos and annoyed at how the club have acted, think "wait a second, if everyone else thinks it's Ramos' fault..?"

I think his first choice was Barca but that has been delayed now because of the politics at Barca so the decision may be delayed as well
You're forgetting that he will be a perez signing, so he's a shiny new toy who can do no wrong until something better comes along. which I doubt.
