Yes clubs come to an agreement about a player before the official window opens, but they do not become our player until the registration is completed
Normally 99.99% of the time there is no problem unless there is reason 'x' - and the reason 'x' will no doubt be allowed for in any agreement that is made between clubs. If for any reason the player cannot be registered then I would expect there be a clause in that agreement to state that the transfer is not completed in the event that the registration cannot be completed
