Is it illegal to talk to other clubs about players you are hoping to buy.

If for example you got together with Real and agreed to both hold out for more reasonable prices on Mount and Havertz respectively. We know from reports that United and Real are their preferred destinations and Chelsea apparently need to sell before the end of June, one of those sales could make it easier for Chelsea to hold out on the other, so could United and Real collude to make sure that doesn't happen and you both get the player you want at a better price?

It feels illegal but I can't find anything to say it is.
