I doubt Wenger or Arsenal board would sell to rivals. They rather sell abroad with a cheaper fee.
At the end of the day though, they have fantastic options for squad rotation which will allow them to properly challenge on multiple fronts without having to worry about fatigue. Not to mention that if they were to get Walker, Mendy, and Ederson they have addressed their 3 weakest positions. If Kompany were to stay fit it's difficult to find any holes in that side and even if he is injured for most of the season again it's undeniable that their team would still be massively improved. In terms of tiki taka football, Fabinho would be fine for a dm role which could allow Guardiola to play more attacking mids like de Bruyne and D. Silva as his cms which I'd imagine is his intention. That may be a problem against stronger teams but you'd imagine they'll be comfortably able to defeat the smaller teams with such creative talent and for big games they still have more defensive options like Fernandinho, and I don't know the situation with Gundogan but I'd imagine he will be back early enough in the season so that's another option. In terms of improvement, the players we're being linked with besides Griezmann are definitely not of that level. I think it's fair to have some concern considering that, despite not winning any trophies, they did still finish higher up the table than us. Yes, it is possible we'll go after bigger targets as the window goes on but generally Jose only signs 4 players each season and I can't see that realistically changing, 6 would be the absolute max imo. So when the likes of Perisic are being linked and potentially taking up one of those limited spots, it's a bit concerning, especially when we're much more in need of these types of creative players and goalscorers.

City already have a great attack. Their problem has been they do not have a dictator in midfield and their defence without Kompany is awful. Last time I checked none of the above can do the above two things. Like I said Fabinho is great, but he's not a big upgrade on Fernandinho.
