I would've kept Tosic and Ljajic instead of Obertan and Bebe but that's just me.

I don't think people are following cska to update him it'd probably be a kick in the bollocks if we did. It's strange but maybe there's a part that's missing that we're not aware of. Smalling being English certainly adds more to his price tag, and how much was Hernandez signed for? I think in total it was pretty close to what Tosic and Ljajic would have been.
That is true, but Tosic and Ljajic have more quality than Bebe and Obertan.
I've been watching a few of his games and heard the CSKA manager praising his endurance in glowing terms, which probably goes to show how much he worked physically during his time at Carrington. Maybe he didn't have the level to be a regular at United but he definitely had what it takes to deserve a couple of games with the first team - something he wasn't offered
Who knows how he would have developed in that case.

You make a good point in terms of his development at Carrington. He improved a lot physically, and it was pretty obvious to see from a Serbian perspective that he was a better player. I maintain that he would have done no worse than any of the other squad rotation members had he been given a shot at the time.

I'm guessing here but I assume that a combination of two things happened in Tosic's case.
1) United felt he needed to get a lot stronger before he would be much use in the premier league
2) Tosic wanted to play first team games rather than wait around in the reserves. Having gone out on loan, he then wanted to leave rather than come back to United to fight for playing time.
In the case of Ljajic, I think United felt that Cleverley was very similar to Ljajic and that both were players who would typically be used wide, or as part of a 3 man midfield, rather than centrally, at least for the next few seasons. Again the physical aspect is important to understanding our reluctance to go ahead with the deal. It's not something that is necessarily that apparent until you see players up close against the appropriate standard of opposition. The initial deal was done on the assumption that Ljajic was miles better than Cleverley.
