You are quite right though, sometimes they do get inducted before officially retiring, take Hogan and Flair for instance. But then again those two will probably be pushing along a simmer frame before they retire

It's adds a good bit of spice to the mix though. Then if Ziggler goes over, he 'won the big one' so-to-speak, given that Jericho beat him in the last PPV they wrestled.

That's massively different, Rock is giving them massive "free" advertising, which Jericho doesn't.
Who said that it was a certainty he would cash it in at HIC? Ziggler was never go to cash in at Hell in a Cell as it was the first Show vs Sheamus match. Obvious they were going to stretch that out at least until Survivor Series and the angle was a good one so they took it until TLC.
Far more likely now he is aligned with AJ and has two big wins at Survivor Series and TLC over Orton and Cena as well as a strong rumble showing to cash it in now with the title on a transisitional champion like Del Rio. Only way Del Rio is getting a title match is if Orton turns heel and they give him the win. Henry vs Del Rio would be a horrible mania title match and Swagger is not built up enough to suddenly get a title match.
Ziggler vs Jericho would be a very good mania title match and I don't see what intrique has to do with it. Everyone knew Sheamus was going over Bryan and Punk over Jericho last year, the same way everyone knows Cena is going over Rock this year. Same way as everyone knows Taker is going to win at mania year in year out. It's all about the angle and the quality of the match.

We're adults now. We have a sense of logic. We look at everything from outside of kayfabe, we look at who will be the top draw, who will guarantee tickets, who will sell the most, who makes the most *sense* from a business perspective. Who will put someone over the best, why someone won't go against someone else because he would be better served doing something else.
While people look at things from that perspective, they will always see what's obvious. What's obvious, makes the most money. That's why it plays out the way it does.
When they turned ADR face, everyone knew it was coming. Because everyone knew that Rey was on his way out, and they needed a top Mexican face. Then it happened, everyone thought it was obvious because it was.
When The Rock beat Cena, everyone complained it was obvious, because it was. Now The Rock vs Cena II everyone thinks it's obvious, it is. Vince is there to make as much money as possible, this makes as much money as possible.
