By when do I need to complete the transfer. I have identified the player but dont have cash so have put couple of my players on the transfer list and waiting for bids from AI. Can I block the player and complete the transfer once my players get sold?

Is there not something that should be in place after the draft to stop people picking up players on the cheap after the draft. May not be possible due to squad limit and most of the good players could be gone, but is part of the point leaving the club with some money. (For the AI to spend on cr@p)
