We have 42 managed clubs, and 58 unmanaged right? How about just 4 each loaned out to unmanaged clubs as a blanket rule to all?

Option 1:
Division 1 = 3
Division 2 = 6
Division 3 = 9
Division 4 = 12
Division 5 = 15
*First come, first serve. Just ensure that you don't go over your loan out cap (for unmanaged clubs).
Option 2:
Your loan cap is basically your FFP minus 40 (could be changed to any number). So if you have a 49 FFP cap, then you can loan out 9 players to unmanaged clubs. If you're 53 FFP then you can loan out 13. Again first come, first serve.
Neither Option is ideal, but you never win get an ideal scenario as clubs can be taken over at any point or managers leave and it would upset the Loan Cap all over again.
I'm easy with both options. Just means further planning for managers around their squad. Only issue I can see in Div 1 is stadium sizes, if they can only loan out 3 yet generate less income per gate receipts for the smaller clubs, might be a tad unfair. That's me not even looking the stadium capacity though.
