He can coast in the last race and it'll still be enough to finish 2nd atleast with the kind of pace advantage that the Mercs have.
The only way Rosberg wins the championship is if Hamilton has some sort of mechanical issue in the final race.

Think Bernie and the organisers at Abu Dhabi thought Vettel would walk it again making the final race point less, they have got what they wanted but at the same there's a chance it's going to make the sport look stupid if someone with 11 wins loses to someone with 7.We know its stupid but it is there as a quick fix to ensure the media can build up the final race as a decider and sponsors are happy because people tune in.

Would this allow big teams to run a "Test" car and get further ahead of everyone else?Well apparently Bernie doesn't plan on helping the teams with their financial issues and basically said they should run it like a proper business.
He didn't say a third car has been considered as there were reports that Red Bull & Ferrari would (they've admitted they are contractually obliged if asked). Imagine if it did happen, how would it work with the points if only a few teams ran three cars - top two cars collect points? Would they give a smaller team a free car for a young driver... Imagine if Mercedes or Red Bull put Alonso in a third car!
