Most often it's really stupid to talk about "best album ever" - it doesn't exist. Here are some of my all-time favourites though:
At The Drive-In - Relationship of Command
A true gem, really unique, amazing energy.
Sufjan Stevens - Illinois
This has been mentioned already and it thoroughly deserves it. Sufjan has something special.
The Postal Service - Give Up
Brilliant. Can't wait for the next one.
Karate - Pockets
Although not a full length, I absolutely love it. It's so smooth throughout, and Geoff Farina's guitar heroics on it are top notch.
The Chemical Brothers - Dig Your Own Hole
"Who is it, doing this synthetic type of alphabetic psychedelic funking!"
Why? - Elephant Eyelash
Anticon's best export, fantastic record, really needs to sink in though. Some great lyrics and fantastic song writing going on.

Not heard that AA album, I liked Fate Of Norns best though
In fact I hesitated to put Fate of Norns there, it is also one of the best albums I've heard, but Twilight of the Thunder God has really had a particular impact on me.

at this point in my life, Outkasts's Stankonia.
Aquemini and particularly ATLiens are by far my favourites. Stankonia is pretty good but ATLiens is a masterpiece. IMO.

I cant really choose 1 album as the best ever as there are just far too many all time classic to choose from
