Why do you still insist to play him in midfield? We bought him because we lack striker/forward, and our midfield is full now. It's just like saying that "We must give 90 minutes to Forlan (for no reason), but he can't play well in forward, so let's try to play him in midfield". It is meaningless, and we should also consider:
1. Who'd you drop in midfield in order to play Forlan, Beckham? Giggs?
2. What will players like Chadwick, Stewart and Fortune think, if the boss prefer to turn a forward into a midfielder rather than giving chance to our own young midfielders from the reserve?

Perhaps, the same question can be asked : " Who would be dropped between the fowards to accomodate Forlan? " Ruud, Ole?
If you say the strikers are not firing, I'd say it'll be worse with Forlan on, & I'd also say equally that the midfielders have not been performing!
Only players on form should be playing & experimenting only shud come into play when the stakes are not so high.
& even if Forlan were bought as a striker, he can be converted into an attacking midfielder ala Sherigham or Cantona or Scholes for that matter!
As Livvie has said, the pressure won't be as great playing in a withdrawn role.
