Doesn't matter to me whether he's off the boil or not arsed (probably a combination), nor does it matter that he isn't surrounded by the best midfielders in the business (he obviously isn't - the contrast to Pirlo-Vidal, or even his current France teammates, is stark). I don't support individual players, have zero interest in defending them for the sake of it, so the fact that none of the above is Pogba's fault means little to me. What I see is this: a) his bottom level is too low, and he plays close to it too often, b) he is generally not capable of transcending his surroundings (i.e. step up and shine when his teammates are struggling) and c) he has done very little in a United shirt to indicate that he's likely to do well in a more set, rigid CM role (which would make it less necessary to upgrade the midfield as such).
Would you build a team around a player like that? I hope Ole knows what he's doing.
If we could realistically upgrade our current options to the tune of Pirlo-Vidal (throw in Marchisio for good measure) - then yes, of course: Pogba makes perfect sense in a free AM role, surrounded by that calibre of players, no argument from me *. In fact, I've said many times that I love that sort of player. Key term is "realistic", though.
* I suppose one could claim that such a setup wouldn't really be built around Pogba, though, like Juve's wasn't.
