They aren't moving towards that situation as they've shown no interest in some of the big names that are at big clubs. You can't blame them for managing their club better than their competition. They are the richest, with the most buying power but don't throw their weight around like that in the league. Roma and Napoli probably feels no threat of them signing some of their players. Neither does milan, Lazio or inter.I am only saying that they are moving towards that situation and not that they have already achieved it.
The situation is getting pretty similar TBH. Juventus are by far the richest club in Italy and with the Milan clubs in shambles there's really no one out there who can compete with Juventus at any level (money, experience, infrastructure etc). You only have to look at the Serie A table. Juve are 16 points clear on top with Roma, Lazio and Napoli (three provincial clubs) trailing behind.
Juventus way is more discreet that Bayerns but the devil is in the detail. Juventus had been poaching most of the Serie A finest young talent lately. Pogba was courted by both Milan clubs but he ended up at Juventus. Same thing about Coman and Pereyra. Young talent like Berardi, Leali, Masi and Rugani are all Juventus bound or linked.
I think that the Dybala deal has shown how strong Juventus are in Italy. Arsenal and City had offered crazy money for him but Dybala had turned them down with ease as he wanted to remain in Italy. That does sound like Bayern to me.
The clubs behind Juve keep making the same mistakes and end up not catching up. Napoli has basically spent as much money as them in recent years but aren't getting better. Roma need a striker but foolishly don't invest in one. The Milan clubs are hamstrung by FFP.
After the success of Pogba and Moratta its only natural that Juve would realise that young players is the way to go. Roma has been at it for ages which explains their recent success. Inter have Kovacic, Icardi and Shaqiri. Milan has picked up Saponera and Destro.
Dybala is a big signing by Juve but he basically made the choice himself cause he wanted to stay in the league and Juve are dominant so it only makes sense. Plus he's from Palermo, which doesn't hurt the other biggish clubs there. Roma pulled off a similar sized signing when they got Juan Iturbe. Only Rugani out of those other big names looks one with a certified big future and they've had him on the books for a while.
