Short Answer:
Signs/Drafts players - takes care of player contracts...Hires Coaching Staff. He doesn't necessarily make all these decisions by himself - but they are primarily his decisions and he lives/dies with them.
Player recruitment, including drafting and is usually the conduit between owners and the coaching/playing staff...essentially Ed Woodward but with some knowledge of the sport.

haha, well. It comes as no surprise that I will lose this week. Losing Forte really hurt my team due to both the injury to Forte and what it cost me in the trade itself but that being said, I love watching Brown play so I am just having a cold beer and enjoy watching Edgar Roman's score add up because of Brown :P
