Yeah, I sort of agree. Problem might be Nani himself in that regard, though. He did push for the loan move himself, apparently. Plus, I personally don't think he can fill a Young-ish or even Fellaini-ish role. He needs to start, and he needs to be a go-to player on the pitch in order to be at his best.
It's doubtful whether he would have flourished under LVG - or any manager, really, at United. He was on the verge of something for Fergie but it wasn't to be, perhaps he was unlucky with injuries at just the wrong time, perhaps he simply wasn't good enough to grab a main-man role for a club of our kind.
As for the fee, people seem to have a hard time grasping the basic fact that he's on huge wages. That's the main reason, surely. China? Yeah, sure. But who wants to play in China? He's still in his prime. If he's to land at at a European club with some ambition, but not a top tier one, the fee is exactly what you'd expect. The clubs that can afford his salary AND a transfer fee close to what people seem to think Nani's worth...are few indeed. And those clubs don't want to buy Nani.
