Other clubs can also do it if they make a deal with PSG to divide the payment in a few pieces and pay an amount(+interest) per year. FFp can be easily dodged, no worries about that.

I have not read all previous posts, but it's pretty simple... PSG are a limited side, and he wants to play for Real, as does his friend Pogba. Zidane is a proven, successful coach, who will probably get better (as I suspect he wants to nail La Liga, rather than the CL...) and a Hazard, Pogba, and Mbappe mix is something super to think about. I would travel to go watch those three.

I think that their is 0% chance he leaves PSG this summer.

I think he stays another season and then leaves. I've always said I'd see him wait until he's 21-22 at the latest to leave. I'm not sure he's got a gentleman's agreement with the President of PSG, but he and his family are too savvy to not see how PSG can hold on to players forever and he's always had ambitions to play in Madrid eventually.
He's got some balls, I'll give him that...using that platform to send a message, he's not waiting around anymore like a little kid to get his chance, he's demanding it and PSG would be wise to either accept or ship him off for a world record fee. Either way, even though I'm from Paris originally, I'm really looking forward to seeing him in La Liga or the Premier League (most likely la liga though).

Well, we don't really know what's happening there or in the background. We can probably try and guess based on past information etc.
But yeah, if anything happens, he'll probably be off to Madrid some day, especially with Zidane there (albeit managers don't really last there for long periods). It's just difficult to leave Paris if the owners don't want to sell him.

How many years does he have left on his contract? Running his contract down is the only way those PSG stars get to leave. Every club will be scared of making an offer in fear of PSG retaliating targeting their key players.

The price of transfers when Neymar went to PSG was a freak year and I don't see it happening again for a while so with that in mind yes United could.
