West Ham finished 7th and 11th last two seasons, I don't know why you mentioned them instead of some other team like Burnley.
Why should I mention Burnley? Tbf to them at least they have tactical organization and a coach who knows what he wants from them with less resources than West Ham, Bilic is a fraud.

They are worse in individual quality and financial resources, their coach and tactical organization is better.
