EDIT: Just checked the English IFAB exact wording, and Camavinga's challenge was at best "careless" (penalty), but the ref must have considered it "reckless" (penalty + yellow).
To be honest, I get what you mean. As you are implying though, I feel like this tolerance only applies to regular small fouls and goes out the window as soon as it's dangerous in any way for the opponent.It may not be in the rules as such, but it is a common term used by referees to help them interpret and explain the consequences of the plays, once the main action has happened.
I get the reckless part to be honest, so it may be the right call after all.
