Look at the top teams like Real and Bayern - they can still put out very competitive 'B' teams, and that is what I think we should slowly aspire towards. Getting James to take over Rooney's place in the team, while still going after Griezmann for the no.7 shirt and goal-scoring burden from missing Zlatan will be great. James is also no slouch in the goal-scoring department.
