Probably not. I tihnk only Messi had a better G+A per 90 than him in Europes top 5 leagues last season. I think those two were the only two players to get 15+ goals and 15+ assists in the single season too. Sancho took no penalties or scored any free-kicks. He also only had 2 assists from corners.

We’re paying for a 20 year old with one of the best outputs in the world who’s still got a lot of room for improvement. Similar talents have went for more in Mbappe and Dembele. If he didn’t have 2 years left on his current contract we’d be paying even more since Dortmund wouldn’t need to sell as they pretty much do or else they risk of losing him for far less next season or worse have his head turned by some club to leave on a free a season after. He’s one of the best young players in the world and the fee reflects this.
Awarding that length & value of contract on someone of his age was fraught with risk. Only since Ole has arrived has our transfer policy shown some long term vision.
