As for your IP, it depends on what's called a lease, basicaly time, but yes, if you connect and disconnect on a regular basis, your IP will change, but it will be in a range of IP address that belong to your ISP. They dish them out on a dynamic basis. Your ISP will have a block of IP numbers to give to its clients.
A proxy is basically a computer that fetches stuff from the Internet for you. You connect to it and tell it what you want off the net, it knows your real IP. It then connects to whatever you want, gets it, and then passes it back to you. In the case of you wanting RedCafe for example, RedCafe would not have direct contact with you, only the proxy, so they would only know its IP address not yours.

The best way to do it
would be to set up say IE to go through a proxy, and then Firefox or whatever to go normal. You could use both at the same time and end up talking to yourself.
