This is what baffles me, it’s like Spurs fans and Levy haven’t grasped that he’s 100% leaving. I think he will do it. That interview with Neville last year? was a pretty bold move.
He gave that interview in May 2021 as the season ended just before the Euros. City made a few bids up to 120m and he didnt say a word that whole summer. He actually was on holiday (Bahamas and Florida) staying at placed owned by the guy who owns Spurs - Joe Lewis. Thats not exactly him standing his ground is it?

He’s going either way. The decision they need to ponder is whether they try and replace him with £100m, or £0. I’d bet the first option is a tad easier.
