I think many of Forlan role when he came on as a subsitute was more as a winger, not a striker.
He come on for Giggs a couple of times and alst night he came on for Becks.

Even as a backup winger, I think Fortune can only be better than him. Fortune is a typical winger who can cross well, and he also has a very decent scoring rate. So I don't know why we should use Forlan as a winger instead of Fortune.
