Not off the loan alone mate. If they appear that way they are either getting extra money from the family, working, or running up extra debts from banks and the like, which will really cost in the long run.

I think fees were means tested before Cameron and Osbourne reintroduced them. That system was working fine.
They weren't means tested but there were more means tested bursaries. If you're spending 10bn on higher ed, that's a better target.
