Floods in Germany and Belgium | dozens dead and more missing

Actually, not that much. The rivers in the area that has been suffering from the most casualties had been restored over the past years. When you get 150-200l/m² of rainfall in an area of hills and valleys, there's just little you can do to prevent such a catastrophe.

Apparently, there were flood warnings by an EU institution already on July 10th.
So at least, there would have been enough time to evacuate people. But it seems these alarms were ignored by national and state authorities.

The problem are not only the national and state authorities.
Our whole emergency/disaster warning system is a total clusterf**k.
From top to bottom. County and city level is not better. It is a crazy mixture of ineptness, no money or the willingness to spend it and that the different levels don't want to take responsibility or give it up
There is no strategy, concept and defined responsibilities, when and where the different levels of government have to act. Critical Infrastructure like push sms (cell broadcast) and sirens are missing.

Positive note:
When the shit has hit the fan, the different levels of government including the population (Civic organisations and companies) are still able to muster a fast and competent response to such a disaster

These are images only from parts of the Ahr Valley which was most likely hit the hardest. There are hundreds of other towns and villages though that were also hit hard where lots of people have lost everything.

If anyone is thinking about perhaps donating, don't hesitate. These people need every help they can get. Check for where you can actually make a difference with donations reaching the affected people though.
