Lidar modelling mapping imo.What I said first and "as experiment" seems to me to make sense. It's becoming more prevalent. Might be the future of policing. Happens in relatively less advanced nations so not sure why it's a surprise in the US. Likely a "hive-mind" styled code of many drones acting in tandem (complete speculation but it can be done and it was said to be experimental).
