Well, it could mean that the possibility itself is a) not abstract and b) made of a mixture of gravel, cement, etc.
As in: this is a concrete, concrete pavement (which is real/exists in physical reality), and not an abstract, concrete pavement (which is only a possibility, or an idea of sorts).

I'm not going to argue with most of your points you are 100% spot on.
My argument about PSG is based off where they came from (2 titles in their entire history) before Qatar to where they are now within world football. It's cost them a lot of money and a lot of feck up's but they've gone from a nothing club battling relegation throughout the 00's to one of the major clubs in Europe.
I don't expect Jim to throw billions in making Nice a European club but if they're not disappointed with being a mid table club after 4 years then it's being run by a bunch of idiots.
