The transfer budget wouldn't have been improved had new owners come in.It was always in the cards. All clubs would have allocated the transfer window budget last summer or at least six months ago. Scenario planning.
The issue would have been how big (or not as in the current scenario) could we have gone if we had new owners come in.

That said, it is worth noting that INEOS boss Sir Jim Ratcliffe has a lifelong dislike of stock markets and minority shareholders, so his would be a staged takeover that would see his firm buy out the remaining Glazer shares, and everybody else’s, in time.
But by structuring his deal in this way, and by letting some or all of the Glazers stick around for a while, Ratcliffe’s bid values United slightly more highly than the Qatari bid which means the Glazers would get a little bit more for their shares from him than Sheikh Jassim.
This is why the INEOS bid was widely considered to be the favourite in late May, when it sounded like Sheikh Jassim might even pull out of the race. But that defeatist talk did not last long, as the Nine Two Foundation got back in the game with a fifth and final offer in early June that effectively closed the valuation gap.

Has to be the final straw. Nothing is more important then getting them gone. The aim should be to cause so much upheaval that the PL makes us play behind closed doors - then they might make a decision.It has gone very quiet in recent weeks, we haven’t even had the usual BS either.
It’s either happening behind closed doors and something is going on, or they’ve closed up shop and decided not to sell. If it’s the latter I sincerely hope there’s a riot inside the stadium and we stop every home game for the foreseeable future. This is the final straw.
