In the last 20 years yes, because of Ronaldo and Messi. But before that, there were usually quite a lot of different players in the top-3 of the Ballon d'Or. If you had a really good season for club or country (especially as an attacker) - the chance of reaching top-3 was decent

If and its a big if Greenwood has kept progressing on the pitch the way he was gong then its not realistic to say he would have the ability to contend for Ballon d'Or, especially if he was staring for England. He blew his chances with his behavior.
