No it isn't, the rule is deliberate... If his arm is fully extend then fine... But his arm is barely away from his body, and in a perfectly natural position for the action that he's doing (i.e. Jumping)

You can't reasonably expect players to jump with their arms flat by their sides.

Honestly, if this was United, barely anyone would be saying it's a pen

But they do, and if they don't and the ball hit's the hand it's a handball. Many players jump with their hands by their side for this exact reason.

That's my way of thinking. I think Liverpool have gotten the rub of the green in the last two rounds with regards to wrongly officiated decisions. Those "mistakes" won't go against Madrid and are always more prone to get a howler in their favor. I think Bayern are more prone to get robbed or have a fair ref (than Madrid) against Liverpool.
