Even in Arsenal there is a position called data analyst. They are the people doing the analysis of player, and the technical director or DOF is the one doing the transfer. The head coach probably will be consulted, but they are definitely not the one identify the players.At liverpool it's the nerds

If firmino starts and fails he’ll be hard pressed to regain his nailed on statusJota in the Middle. Salah on the right & Mane on the Left as inverted wingers. He has to start at City now though.

After missing out on WernerRe: Jota. Remember he wasn't even liverpool's top target. That was Sarr. But they deemed him too expensive so they moved on to their second target. Good scouting
That's always been true of nearly every successful manager nearly anywhere. Even in england were managers were in charge of transfers. Ferguson wasn't scouting players himself, he built a good scouting network at the club and trusted them to do their jobIf that's true then Klopp is fortunate in a way to have such great support.
