If you say that we should simply sign a player who is available and better than what we have but you also say that we shouldn't sign bad players, then I want to know what you would do if a bad player is still better than our players?
For me, the answer is that we should sign strong players for every position. The best possible player that is available. If Bruno, Maddison and Grealish are all possibilities then we need to make sure we know who is the best out of the three and sign that player. All three being better than Lingard isn't at all a criteria in my mind.

Other than gut-instinct and the somewhat trained human eye, there is no known measurement to determine which is the greater player.

That's not true. There are all sorts of measurements and analytics and Liverpool use them very well as do many other teams in many sports.

We need to be in search of game changers, potential balloon d'or winners, and that's no easy task, especially since playing for United isn't as an exciting prospect as it was years ago. There wouldn't be a single measurement, no, that would be moronic. It's about taking a holistic approach and using everything available, but a lot of player recruitment is now data driven. Moneyball's a good place to start with this, etc.
