I'd love to be wrong, but if a player had to pick a team where he thinks he would have a better chance of winning things, City would be ahead of United for most people.

City can offer him a PL title this year, for free. Or he can go to a team where he can be a key man now and in the future. He can go to a team that's happy to wait for him to be free, or come to one that's saying it wants him, right now.
Money's always going to be a factor, but so is what it represents. There's a lot of pride in being wanted. If he's up for it, there's also a lot of pride in making a difference, and changing a team's fortunes.
