I thought the same. Just so I understand, the player you pick needs to have played in the league covered by the 3 years of the previous pick, but the peak you select doesn't need to include the same league?

A double pick kind of helps you set things up for your second pick. Perhaps we should randomize every odd round so that there is no specific advantage.

Not sure that's true, later rounds the pool will be ravaged due to the restriction.
