Biden is trending above 78% for the Penn votes now. He only needs 55% to flip the state. Microscopic chances that he doesn't win the votes at this point.
He's not universally loved in the military circles. I don't think he'd carry more than 55% at most. I'd wager closer to 50/50.

From what I've read, the military and overseas votes are quite likely a wash, and there's still thousands of Dem area votes even after the Clayton update.
I think it comes down to how many states Biden wins from the outstanding ones.
If he takes Georgia (16), Nevada (6) and Pennsylvania (20) it becomes very difficult for the Supreme Court to over turn, if it is just one state ie Pennsylvania and Trump gets the rest it becomes a lot more dicey.
Without doubt though, Wi, Ga and Pa will all go to a recount. Georgia also apparently has military, provisional and rejected absentee ballots to come in which could sway it back to Trump, if the difference is in the very low thousands or even hundreds.
