I think it’s not so much shock at his behaviour but shock that we’re finally at the end of his Presidency. Like when graduation day comes round and you’re hit with the ‘holy shit it’s actually time’ moment.

Jeff Flake grew a backbone when it was clear he wasn't going to win reelection because his own party wouldn't have backed him.

He has talked a lot since leaving office, and now he talks a lot about politicians having to stand by their morals and ethics and resist the President, even though he voted in line with the President on legislation 85% of the time and also was critical for the Kavanaugh vote (and other federal judges)
