People learned how to avoid getting one and always go with a safe choice for a third pick. The list of potential sheep should probably be agreed upon beforehand though, to maintain the same level.

I prefer 3 rounds as usual BUT with 12 players to be picked instead of 14, which both changes the outcome and preserves the usual mechanics

Problem is that there is no incentive, you have to play a sheep takes away from the risk factor. You can either remedy that by a) not having a you can play a sheep rule so players can take risks b) having 2 rounds instead of 3 which I don't personally like c) announcing the criterias beforehand (so no 1-A, 1-B kind of round) but only having 12 or 11 players so even the safe options become sheeps.
Less assigned sheeps= more chosen sheeps
The draft is still a success because there will have some players usually ignored in the previous drafts.
