It's not really a foul if you're keeper makes zero effort to jump or go for a ball and make contact. If we had a keeper that would at least attempt to go for balls being swung in we might get some fouls called.

Last time I checked preventing a player from moving towards the ball was called obstruction, but I guess that doesn't apply here. The wolves player isn't playing the ball, he's put himself in a position to prevent Onana from moving across the line.
