Not soft in the sense that he wasn’t hurt by it, more that it probably wasn’t a penalty when talking about the laws of the game.
It doesn't matter. You can't tackle someone with your studs on their shin regardless of their position relative to the ball. If a player had done that on another player that's nowhere near the ball you'd call it a foul because you can't do that.
If a player does a give and go in the middle of the pitch and after he releases the ball he gets hacked down from behind nobody would say that it isn't a foul. They'd call it a late tackle and a clear foul. Why is there a difference if a shot's taken compared to a pass being made?

I watched a video with Jorginho who I think takes them in the same way and he said that the hop basically allows you to see where the keeper is going to go. Why would you need to stop a goalscoring opportunity to give away a penalty? It's a bad tackle inside the box with the ball still in play.
