He played advantage and Fred scored. Lino gave offside. He wasnt going to signal penalty before double checking about the offside because we have VAR.
A goal > penalty. So he had to double check because if the goal fred scored was legit, it would stand ..VAR shouldn't be taking so long. Over two minutes for a decision that should have been made in two seconds.
