I concur. I think what will be contiguous across head coaches, is a playing style, rather than a specific tactical approach. As you say, not only will no coach sign up for that, it’s also completely self defeating - as tactical flexibility is critical to success. With regards to the playing philosophy, I also agree that the executive will be painting with broad strokes. Because while the primary, underlying style might be possession orientated, attacking football (for example), a head coach would (and should) always have the latitude to alter this according to opponent. No one is going to complain if a big win is pulled off away from home, against a top team, using a deeper defensive line and rapid transitions, assuming that generally speaking it isn’t the de facto way of playing.
And even with all that said, the ultimate metric of assessment will be results. The purpose of having continuity in the broad playing style, is to minimise the need for extensive player turnover when moving from one head coach to the next. Going from LVG to Mourinho, for example, were two such diametrically opposed styles, that it required a massive overhaul of the playing squad. One that had already occurred two years previously on the last managerial change. Not only is that a negligent and wasteful allocation of resources, it’s also detrimental to success. There is demonstrable data showing that the most successful clubs in Europe, are those with the lowest player turnover year on year.

Because winning as many major trophies as we can is something we should aim to do - therefore this knock out cup game is every bit as big as an upcoming league game.
And it's a huge game for Ruud, in what could be his only match - or 50% of them - that he ever manages the club for. Dragging us down even further by getting us knocked out the cup shouldn't be his aim.
